If you like snorkeling you should try la Jolla Cove, good snorkeling in clear water right off the beach. Just park on the street and walk down to the cove.
In the afternoon the sun shines bright on beautiful ocean life with clear water, sea weed jungle, lots territorial palm-sized Garibaldis, Fast, 3-ft long baracudas and tarpons would fly around feeding. It was fun trying to catch those long and slimy tarpons.

OTOH, you probably won't have any trouble driving into Mexico; about 99% of the time you drive right through. The exception, getting pulled into "Secondary", is about import duties. They may not even ask for ID.

Less than seven days, you ussually don't pay anything. There's not much time saving, as filling out the FMM form is very quick, sometimes they fill it out for you and send you on your way, as happened to me this week, chick at counter didin't even give me the form after filling it out herself, or asked any questions! She put the form on her stack and said 'go ahead. ' If your'e headed to the interior of Mexico for more than a week, doing it online can help. Otherwise, don't stress, Tijuana is open for business.

I've seen all sorts of cool ocean life at the cove. It was even better in the old days. I live in SD, 25 minutes from the border. Now that I am semi retired I'm starting to travel a lot more, that is until covid shut me down. Looking to find some new places to enjoy the ocean and bang young chicas.

Plenty of free diving way off Baja, but it's deep, cold and not at all convenient to pretty working girls. Best spot for accessible, easy snorkeling with pretty fish and willing girls would be Bali, Indonesia. Maybe Puerto Galera, Philippines. Oh, Nosy Be, Madagascar. Or Zanzibar (think spear fishing)!
Will there be any flight restrictions if I go to Tijuana for the weekend and cross back. Flying from San Diego to anywhere in the USA wouldn't get flagged because I was in Tijuana right?

I would guess if you don't use your passport for ID at the SD airport how would they know? However if you are using your passport as ID in both places it will show on your passport. I took a trip to Jamaica last year and before boarding the plane the attendant asked me if I had traveled out of the country recently. I had to think about it since Tijuana is in my backyard and literally SD South but I figured "yes" Mexico and sure enough it was logged in to my passport. They were at the very early stages of Covid back then.
I think some US airlines require vaccination proof but don't quote me on that.

Are they still doing that? If so, do you need your passport book for them to stick or stamp something in there? Or are you fine with passport card?

Or are you fine with passport card?[/QUOTE]If you actually receive the FMM it's not a bribe. I just renewed mine at the airport on Friday, as mine had expired. I try to always have a current one just to avoid problems, lines if I have to walk across, etc. A passport card is fine. I used mine, no problem.

1) Some guys get waved through with just a passport book or a passport card.
2) Some guys are stopped and forced to fill out a 7-day FMM but not charged anything.
3) Some guys are charged a $30 fee for a six-month FMM.
I've crossed six times this year. Never been forced to pay the $30. Once I crossed without a passport (mine was being renewed) and I had to pay a $20 bribe, but did not get an FMM. Twice I had a pre-printed FMM ready and it was stamped and I was waved across. And three times I had the agent ask me what my business was, and waved through when I said "Dinner with friends. ".
If you do cross regularly, the $30 FMM is actually a pretty good idea, as it allows you to use the line for Mexican nationals, which is usually much faster.
