You are both correct, although the risk never really goes to zero (even if you use condoms). There has been a dramatic increase in HIV in the Philippines the last few years, but it is mostly gay and transgender men. Nevertheless, there is an increased risk. And, PrEP is very effective if taken before sex and continued afterwards (the exact duration after sex seems to be controversial, with recommendations ranging from a two days after the last exposure to a month).

note: I think that TJBrazil is overthinking his planned trip to the Philippines. Dude, you need to relax! You are not going to be arrested for sleeping with a married and/or underage girl, scammed out of your life savings, nor die from an STI! It's true that lightning strikes occasionally kill people (~28 people per year in the USA since 2005), but does that stop you from walking down the street?
