I've been in Colombia for work the last three weeks, and for a bit of that time was in and out of Medellin where I had a little time for some opportunistic mongering. Foreigners often get harassed and made to feel that if they caught with coke they are going to jail, but if you can avoid looking like you're going to shit your pants and simply offer to go to the police station, they'll generally let you go without incident. They are just looking for a bribe.

I can think of many personal experiences that contradict what you think. One example, my American ex-brother-in-law insisted on speaking normally to my Spanish ex-girlfriend. Why not, he could understand everything she said, and to do otherwise would be insulting or demeaning. She couldn't understand him, at all. She always had to ask me what he was saying. She and I had no trouble on the other hand communicating in English. It's a matter of degree depending on how fluent your listener is. With the ex-girlfriend, I was grammatically correct but would speak slower than normal and avoid words and phrases she didn't understand. On the other hand, if speaking with a Thai bar girl, I use slow, broken English Baby Babble. If I talk normally she's not going to have any idea what I'm saying.
Telling you what you already know, treat the non native English speaker the way you'd want to be treated. You know how it's difficult to understand a person when she's speaking rapidly and using lots of "dichos" or slang. Give others the same courtesy that you'd like to have.
