I just filled out the eVOA yesterday. It literally took me like 15 mins. Much easier to do on a laptop than on a phone tho that is true. I've done it on both. This time I didn't have any problem whatsoever with the fields messing up or having to start over. It is true it asks for 2 PDF documents. One is the itenerary of your onward flight which will already be in PDF format in the email you receive when you purchased your onward flight leaving Jakarta, the other is just the picture on your passport info page from the first field (the jpeg) turned into a PDF which I was able to do online on the Adobe acrobat website for free in another tab (literally like 2 mins to convert and download) then I went back to the other tab and selected the file and that was it. Super easy. After submitting the application for the eVOA it took me to the finpay page to pay the 500 IDR fee, this time it worked the first time with my capital one debit card and after making the payment I instantly received an email with my E-Visa inside good to go and says I can use the E-Gates.
