I really enjoy the international (vs. the Enter....national) experience! I enjoy being with people of different cultures. Happy people. Even though they don't have a lot of moola.
2. As for shopping etc. , I did not include that in the budget. I spent a couple of hundred $ for a couple of high quality watches replicas / fakes and other gifts. But nothing for myself. So, since they were all gifts I did not include those in the budget. YMMV.

I will be staying again adjacent to Central Festival for 5 weeks in Jan / Feb and as usual I love the variety and the ambiance (people watching) at the Central Festival Food Court. And, the grocery store there is really, really good. And they deliver for free if you buy a min of 1,500 baht.

You are right, that you don't need a 5-star-hotel in Pattaya. In fact, you don't need that anywhere in the world. But if you prefer 5-star-hotels. Like I do. And if you can afford the rate, there is no need to change that in Pattaya. The Hilton and the Intercontinental are both very good and both are absolutely girls-friendly. If you have a status in their loyalty program: The status recognition are good at both.
Yes, you don't have to look good for the professional girls, but it helps you with the semi-professional ones and amateurs, which you can also find in Pattaya. They are usually higher educated, which is not a pro for ST or normal LT. But I stay in Thailand quite frequently and sometimes I appreciate a good conversation before, between or after the sex. And: There are not many countries in the world where it is more true to say 'clothes makes the man' than Thailand. Even if 99,99% of the tourists in Pattaya don't care about that. If you are not (too) drunken, handsome, well-dressed and have the wherewithal, you can do almost everything in Thailand.
Tip number 20 should be: Never ever fall in love with a professional or non-professional girl. For me it is unbelievable how many Thai girls have 3, 5 or more different foreign friends at the same time who support "her girl" with money every month and every one of these guys thinks, that he is her only friend.

I look for hotels where the baht bus from beach road can easily take me back, where the hotel is close enough to second road to catch baht buses heading towards soi 6, a hotel within a quick walk to WS and also convienient to LK metro. Also a hotel where a WS gogo girl might not be too put off walking to the hotel vs trying to get you to use a short time room. Also close enough to the beach road girls if you spot something.

You pretty much agreed with my point. I' wrote to not plan every minute, but have an idea of what you want to do. Maybe next list, I'll be more descriptive?

I definitely disagree with that answer. I hate motor taxis. I know many others do as well. I haven't met anyone who hates baht buses. At most, they are indifferent towards them. Baht buses are cheaper, and easier for a first timer to accept. When they've visited SEA a few times, maybe they'll feel comfortable enough to hope on a motor taxi. They may be easier if the new bro lives far away from the action, or has a specific destination in mind, but most of the time baht buses are more flexible for a wandering first timer.

Location is something you absolutely need. Others may prefer a hotel far away from the action. That is why I left the point a little vague. Personally, I don't need a pool. I just need fast WiFi and very close to the action. That's why I prefer hotels on WS or the Queen Victoria Inn on Soi 6. I'm just wild like that. Others may want to stay in Jomtien or way out on the Dark Side.
I appreciate your insight. If a stranger were to land in Pattaya tomorrow, what advice would you give him? I sure you could throw in some extra points which can be added to the next list.

I'm slowly learning my Thai as I live out here longer. Girls seriously love when I converse in Thai with them. Yeah, I took one out there as well and bought her stuff to wear for about 2000 baht. And then she was pointing to the jewelry store (probably half in jest) and I laughed out loud and pulled her by the arm, and said, yeah, please buy ME a ring!
And she said OK. 100 Baht. ! True story!
Sometimes one needs to have a good comeback. Like in the past when telemarketers called me in the US, I would say hang on, I have an even better deal and try to pretend sell them a fictional product. They would hang up. Or just laugh and say OK thanks!

I am planning a trip to Pattaya from Delhi (17 - 22 September) alone. Is it OK to go Pattaya in September. How about the prices of mongering there and hotels. Till now I have not booked Flight tickets & hotel. I am planning to book Penthouse Hotel.

I have also observed that most of these girls order insane quantities of food, sometimes upto 6 or 8 different dishes and barely get past 3 or 4 spoons. It is called "Hunger of the Eyes". One massage girl I was with who was a bit more sensible explained to me "Big Eyes, Small Stomach". I saw the Buddha in her eyes.

Prices for mongering services however do not seem to change during the year.
If I were you, I'd think twice about Penthouse hotel. If I'm not mistaken there have been very mixed reviews about its quality.
