Tijuana is not Mexico yet you're comparing it to Brazil. I primarily play in Sonora where looks and performance, at least for me, are pretty amazing. If you think about, Tijuana only has to be one notch above the USA to keep guys coming back, and I would say, in fact, it's several notches above. The cost for me to fly directly to Tijuana is only like $150 lower than going to Brazil.
