If there was why do teenagers of other western countries with same visa conditions visit without the guardian etc. Rules are applied evenly in practice.

If a 19 yo Filipina then it will be parental (I know this for a fact) either with them or there is paperwork that provides support is parental sponsorship of visa.

Just like Brits, Americans etc.

As you said the rest of the world prices for pretty much any commodity or service is most likely cheaper than this place. You was unlucky with the CIS in Panorama.
