It is extremely rare for them to try to shake down a random innocent just walking down the street. If you haven't done anything wrong, the easiest solution is to just not understand what is going on and he will soon tire and send you on your way. Don't get defensive or abusive, just play dumb.
However, if you have done something wrong, then they will definitely make the most of the situation to extract some cash. If this is the case, then it is far easier and cheaper to pay up as early and to the lowest rank possible. Getting dragged down the police station or escalating to senior officials will not make the situation better nor cheaper. It will likely make it worse. Much worse.
Be sceptical of girls threats to call friends or uncles who are allegedly senior police. This is an old con and 99.99% of the time just a scare tactic.
