But the level of 35 must be exceeded for a couple of days until brothels are closed.
Germany continues to harass and kill its own business sector.

Samya still open though and its been at over 35 for more than a week. Maybe it will close when it reaches 50 - probably next week. Although, I did read the following on an official government website regarding Corona in NRW - 'Due to the comparatively few severe courses of the disease, incidence level 3 is initially suspended until 19 August 2021'. This seems to suggest that level 3, which is triggered when cases are over 50, is suspended for the time being and therefore clubs will remain open?

It also seems that each Lander has its own policy on the closure / re-opening. However, Germany-based members may have more details on this.
I have a trip to Germany in September and I hope everything stays open. Fingers crossed.

Same here, I'm also trying to find out as I'm going to NRW mid-week and panicking that the clubs won't be open.
I suggest you call the clubs rather than rely on the website to provide up to date info. I called some of the clubs today.
Dusseldorf.
Dolce Vita. I called them and there is no answer, so must be closed.
Oceans. They told me the restaurant and spa is open but the rooms are closed, so basically its closed.
Acapulco Gold. They are open because they are in Mettmann, however, cases are also above 35.
Receptionist said - 'We are open now, we don't know about Wednesday or another day, this is the situation in Germany, you call on the day you come'.
Cologne.
Samya / Mondial. They are both open right now and told me on the phone they don't know if they are open this week but best to call day before to find out. Currently at 47 and been over 35 for more than a week. Not sure what the exact rate is in Cologne when closure would happen (I guess 50?) but not looking good.
Frankfurt is back up plan if the above NRW clubs are shut. Currently under 35 in Frankfurt (only just though - 34) and Darmstadt (20).
Really hate this uncertainty because I just want to fuck and relax!

Just need municipal, regional governments to make it official. All the more reason to promote vaccinations in order to keep hospital numbers low since infection numbers will inevitably keep going up before they fall quickly just as in UK, NL, and India. Netherlands reached 300 per 100 K per week and hospital cases never matched the increase. Same with UK. Now cases are down in both nations. I just got back from the Netherlands, the only restrictions were masks on public transport and nightclubs closed. Hoping Germany takes that example and follows suit.

I feel your pain but this was an easy situation to foresee. I said the following a few weeks ago in this thread:
"If you buy plane ticket and your hotel reservation weeks in advance to get a cheaper fare, you do run the risk that situation may be different by the date of outbound and return travels. If you book a trans Atlantic flight a month ahead with the intent of attending fuck clubs, it may end up being a smooth and pleasurable experience or may be more hassle filled. No doubt the guys who do have a good experience will thump their chest and puff up and brag how great they are and how foolish are the others for not following their lead, but as always they minimize the role luck played. Looking into their eyes in person as they updated me on their lives this past year reinforced that there is only so much people can endure, even the most German of the Germans.
However, and it is easy for me to say as I am only a visitor, some understanding would be prudent as the situations are constantly changing all over the globe. At one point, case numbers were heavily correlated to severity and health system load. With half the population now vaccinated, that is no longer a heavy correlation. It will take some time for authorities to adapt. If I was to make these decisions unilaterally, I would look primarily at the hospital burden and not reinforce heavy restrictions. However, people in positions of power who are responsible for society and the general populace cannot act as quickly. They have much more responsibility, not to mention that quick change and fast adaptation was never the German way.
But results do hold merit and the German way, albeit taxing on the people, has resulted in one of the better covid containment situations this past year. Considering their relatively free, western society and central position both geographically and economically, results speak volumes and the conservative / restriction-aggressive method has earned some weight. Not all societies benefit from geographic isolation and culturally uniform societies.
Point is, I am fairly confident that the Germans will benefit from the examples of the Netherlands and UK and incorporate the fact that in heavily vaccinated societies, when cases went up during the most recent surge, hospitals never became overwhelmed and case numbers quickly plummeted within a month's time without much loss of life.

Look at it this way maybe they'll switch to sharks while their home clubs are closed.

Rumblings of NRW administration Tuesday to discuss new threshold in order to factor hospital data with incidence. If they look at the entire picture, I think NRW clubs are good. Amsterdam did that while Dutch incidenz reached 300 and all they did was mandate nightclub closures. Masks aren't even required except in places like public transport and some others. Germany benefits from having maintained a good situation so now they can use data from other nations that already had higher incidence and looser rules. Hopefully they do the rational thing and stay the course while keeping an eye on hospital capacity.
