The places you are talking about are soapy massage parlors / entertainment complexes. Around that area in particular (Huai Khwang) 10 years ago locals may have still been visiting them, but they rarely do now (there are places more outside the center of Bangkok they prefer) - for most places in and around Huai Khwang, the majority of customers are now one-week millionaire mainland Chinese tourists and the prices reflect that.
