Its worse than you think .. the actual law reads something like "any place that serves alcohol is required to be members only and pay a fee per member" (fee is explicitly specified in the new law).
Now you know and I know many places will look the other way or allow you to register and become a member at the door for a night BUT considering how hard it is to get a liquor license in Qatar it is going to be done as none of the whooping twelve places in Qatar than sell liquor are going to risk losing it over some monger or traveler (my bet is also anybody who registers at a hotel is automatically a member for their stay).
The bigger issue (and I don't know the answer yet) is how strict they are on membership rules. In the past you just had to show an ID (any) and pay a couple QR .... still for things like the liquor store you have to provide a resident visa and a salary letter. Basically what I am saying is the devil is in the details as most P4P'ers aren't trying to turn over a visa or provide legal perm ID's to get into a club.
Regardless the new law sucks, it won't do what it intended to do (cut down on alcohol related issues), and will drive p4p prices up. If they want to solve alcohol related issues though they need to do what all the GCC needs to do, apply laws to the local Arab's and Sheik's family who are 99% the problem.
