I really think any of the hotels are fine, but I stayed in Sintra and Cascais the last few trips. The Intercontinental and Holiday Inn Continental and the Clarion in Lisbon are for sure okay. I am sure the Sheraton is fine, as well as any "western" name hotel. But they are all kind of together a little bit away from the tourist and city center (although cabs are not expensive). The hotels just do not stop well dressed, nice looking women, so you should stay near where you want to be. Just don't blatantly and drunkenly drag street hookers of club girls through the lobby late at night and you will be fine.
