There used to be many people hanging out at night drinking in the park. Now there are lots of police there and you can't drink in the park. Yesterday I seen the cops would let people drink on the sidewalk directly in front of those stores. And cops were standing right there to make sure they didn't leave the area. And yesterday they had signs up in the park that basically said don't play loud music as to disturb others. They also had the park cleaned up very well. It used to need a lot of attention. I was also there in July. This time around in November something new is they even artistically painted the streets that they block-off to the cars. I was charged $201. They must be pretty active with changing the rates with FX. The $195 for 600,000 pesos is really good. I was in Bogota a few days ago and there is an area of a lot of cambio places next to each other. I went in each of them, and they all had the same rate, so I gave up and exchanged some money for 2,780 pesos per dollar. I couldn't use my Schwab card at the time.

The ATM rate is tied to the previous day's exchange rate. I don't know the time the banks make the changeover, but I am fairly sure it is after 6 pm. I see the date on your post, but I think you did those withdrawals on Wednesday. After the election, the dollar fell to 2954, I think. The next day (Thursday) it was back over 3000, and today it is over 3100. I made two withdrawals Wednesday at Bank of Colombia and received 3069 to $1. I stayed away from the ATM's yesterday, knowing the rate I would receive. I am leaving tomorrow morning, and I have more than enough pesos to get me through tonight and the trip to the airport. But, unless the rate goes up tonight in favor of the dollar, I will probably withdraw more at the airport. I will take my chances that 3100 to the $1 is a very good rate.

In my experience with both Schwab and E Trade it is best to avoid making withdrawals from the time the currency market closes on Friday to when it opens on Monday, if possible. But, I don't know why that is. I suspect that the lower trading volume widens the spread.
