In my experience, newbies to San Diego rent a place by the beach, then eventually realize the rent is too high. They then move to El Cajon for cheap rent. If you are moving to San Diego for access to Zona Norte, anywhere near a trolley station will work for you. El Cajon, La Mesa, Chula Vista or Santee all have trolley stations and reasonable rent. Suggest an apartment no more that 2 or 3 blocks walk from a trolley station, then spring for a monthly transit pass so you can take the trolley to the San Ysidro trolley stop and walk across to Tijuana.
