You have traveled enough all over Thailand these last 10 years for knowing it s not just a question for big spending.
The majority here doesn't know how is the scene in the Thailand countryside, ever if they claimed the opposite. If they have been to the local fishbowl of the high end hotel of the city# or in the local farang bar fill with expirated Pattaya girls they will called it #local brothel#. Just reading the others areas and Isaan thread already give us the answer.
Cheonging in the Thailand countryside required to love Thailand and not just the farangland, having more than just 20 thai words, having the taste of hunting and accepting the fact that Thai scene is different than farang scene, girls doesn't served you like hardcore Pattaya girls and the myth of the countryside brothels filled with 18-20 cuties at 300 baths has gone from a while. Somehow the meaning has been changed to the opposite. In Britain and other countries, I always thought lucked out always meant "out of luck", which is fairly obvious. Wicktionary shows two meanings below which are unfortunately the opposite of each other.
I am not sure the term was used at all when I was young in my country, however it is clear that the meaning is internationally unclear.

Luck out (third-person singular simple present lucks out, present participle lucking out, simple past and past participle lucked out).
1. (colloquial, idiomatic, US, Canada, Australia) To experience great luck; to be extremely fortunate or lucky. I lucked out and got the last two tickets to the big show.

I think if you get there before the supposed closure and renovation, you will see that at least three of the lighted signs on the outside of the one on Soi 7 says, "Beer Garden" or "Beer Garden Sukhumvit Soi 7". That would be the lighted overhead hanging sign you can just about see from Sukhumvit Road, the lighted stand-up sign at ground level next to the entrance and the lighted lettering on the outside wall of the building near the roof. Only the non lighted old world European style hand-painted lettering over the doorway has it as "Bier Garten". I think inside there is a sprinkling of signs spelling it both ways here and there.
Interesting though that, without the P4P girl association, the one on Soi 19 strikes me as much more of a restaurant than a drinking venue. But maybe a pub or tavern I suppose.

So now we could have 50% think one way, and 50% think the other way. Being and old "fogie", not watching much USA TV (I prefer Scandinavian, French, German, etc. Available on internet), I was not aware of the American meaning, but have been puzzled by more than one ISG post using the term. In movies for an international audience they may avoid the term, knowing it has opposite meanings.
All slang and colloquial idioms can be tricky on an international forum. Hence I had no clue what Goatscrot's "Keister" was, originally. In my country a "rubber" means an eraser. LOL We cannot root for our team, because to "root" means to fuck. We have lifts not elevators, and rubbish, not trash, etc.
Even in Thai some slang words can have different meanings to different people. One dictionary says "hum" (หำ) means testicles, another say it means penis, but most people use it to mean the later. "khai" (eggs) is a better word to mean testicles (or eggs). "khai hum" is very clear to mean testicles (dick eggs).

My point was, this is an international forum, so we shouldn't make blanket assumptions that are not valid for people from other locales. But in any case, even you realized that the context of the rest of his post made his meaning rather clear, so there was no point in taking him to task over a phrase that clearly DOES have different meanings in different countries. The context surrounding it made it a moot point.
In any case, I live in San Diego, CA, USA. And we root for our football team, in the American meaning sense. And that team just rooted us back, in the British sense, by relocating to a rival city.

While in BK last week, I walked into the Crazy House in Soi Cowboy and was pleasantly surprised to not only see the 15 or dancers totally naked on stage but the ones walking around as well. Wow!
Last night I went into several bars on WS looking for the same and couldn't find it. The Peppermint had about a dozen girls on two stages and maybe three were topless. The Glass House had 10 dancers on stage and they were dressed in way that you knew nothing was coming off, ie: blouses over bras and shorts over stockings. Ugh!
