I bought, rooted, and unlocked Android phone before leaving the States. Purchased a Claro SIM for 290 DP and was up and running as soon as the card was activated. Being an Android phone the contacts and etc. synced with my gmail account and I have Internet in many locations.
An easy way to get almost any phone unlocked is to use this site. Cost me about $20 and had the code and instructions the next morning.
