If they'd be better off w / out this then P4P would have been banished long ago. One reason they might allow it is that the local men demand P4P in their countries as it is a necessary bodily function as it is for a percentage of all males around the world. It's just some countries like the USA have voted (women's right to vote in 1912, P4P outlawed 1915) to make it illegal and enforced completely. The horn dogs in those countries (USA included) are screwed big time.

I assume that because these P4P countries have to allow a certain degree of prostitution for their native male population they might as well not treat foreigners differently. It probably doesn't effect the bottom line (as you say) in their economies but it does effect the bottom line in provinces and urban poor. So there is a practical reason Burgos is Burgos and AC is AC. BKK has a huge scene as does Pattaya and these locales attract mongers from all over the world. Foreigners go for mongering and maybe take a liking to the country and build the expat communities. Does that affect their bottom line?
