I myself have been to the DR over 10 times, and Colombia only 1 time. I find one night in Sante Fe blows away those 10 trips I took to the DR (Sosua). The DR is too restrictive (One single strip in Sosua that has 3 or 4 clubs and a casino, that's it), full of stupid tourists inflating the prices, and too much dark-skinned women (I personally prefer fair skinned babes).

Sante Fe and Bogota, on the other hand, the huge district it is, is very wild and full of very wild people who just want to have a blast. As you mentioned about safety, there were cops everywhere, (a whole army of them waving around fully automatic guns), doormen (The mafioso? ) on every corner of the club watching over me, and it was very crowded with a lot of local drunk and coked up Colombians. It's a standard if you go to cheap places.

As you've experienced girls won't consider you at all if you don't pay before.

What I do is telling them that I'll pay them an extra tip if they behave well.

It all depends on how it goes with the girl.
