Massage / spa is covered under health services, be it a cross gender or other wise, there is no illegality in it except when caught red handed during raid over the prostitution activities. In case the LE harrases anyone on being caught during a normal massage session by a cross therapist, one should feel confident & never succumb to their pressure tactics. I am sure the LE harasses those who fall in their trap easily.
