the reason behind these "inspections" are they are trying to extort money from the bars by telling the bars that in order for the girls to work in the bars they must have a barangay clearance certificate (which costs p50, not a lot of money to a foreigner, but to the girls it is). at first many of the bars said no to paying for this, but once the "inspections" started the bars changed their minds rather quickly and either the bar or the girls paid the extortion fee to get the clearance certificate from the barangay. (i call/term it extortion because my reading and interpretation of the law with regards to this issue is that it is illegal for the barangay to "require" this and as supporting evidence of its legality, acta (angeles city tourist authority) is also having their legal council look into this matter.
what generally has happened to cause a closure is that they barangay and his cronies go to a bar and ask the bar to produce the "proper" paperwork for all of their girls (meaning they want to see the barangay clearance certificates) if they fail to produce the certificates (which most bars did not originally have) they threatened to close down the bar. the threats were null and void as anytime any type of "authority" figure visits a bar, the girls of the bar rep001ter and leave and in most cases do not return that night (the reasoning of this is [i'm quoting/summarizing from a girl who works in an ac bar and has previously experienced a "raid" or "inspection"] is that they are scared of what will happen as the girls who have had the traumatic experience before have informed to the others what they have experienced and the other girls who have been lucky enough to never have experienced it are determined to not experience it, thus they rep001ter when "authorities" visit. so the bottom line is that it is really not the barangay closing the bar, but rather the bar choosing to close themselves for the night as they usually have no girls (or in a rare instance, very very few girls) that are still there to work for the rest of the night.
there are other "authorities" that are currently present in ac that some feel are alarm for concern i will post about this in a separate/new thread.
