It's simple really. What incentive is there for beach road girls to go there? Why would they give up all that walk by traffic to go sit in a dead bar/restaurant? The Beergarden offers working girls nothing in the way of benefits for them to walk into the establishment. Also, Pattaya is more or less about the nightlife, not the day life. Most working girls don't even wake up until after 4pm.
There concept: "There are no "bar girls", "bar fines" or "lady drinks" at the Pattaya Beer Garden. Independent ladies are welcome to meet foreigners in a non-threatening environment. It's our business to facilitate a pleasant meeting place, not to become involved in your private business" .
There really is no need or demand for a venue like this in Pattaya.

I was in Pattaya about a month ago. It had been a few years since I had been there so I asked the front desk clerk at my hotel what the fare on the baht bus was. She told me it was 20 baht! I observed everyone paying 10 so that's what I paid for the rest of my stay in Pattaya. It's cheap enough!

You can find beach road girls almost on every time of the day on the beach road. At least it was my experience from last November. Also, in Soi 3 are a bar which opens before noon and has a quite pretty selection for the early bird. Also, there are Soi 6, Soi Post Office and Soi Bukaow which starts during daytime. So, Pattaya offers pretty much, even on daytime.

This is just my personal opinion and observation with what goes on in Thailand and particularly in Pattaya since I also live here like many of you. I feel whatever the reasons for a individual or individuals to open a business like the Pattaya Beergarden get cheap or just don't or forget spending some to market the place after the place open. It seem like most just open the place to show off that they have some money but forget or have no business skill to promote the business. They seem to fall into the same trap as Thai's and that's bad because the completition is tough.
I have been to the Beergarden twice recently. I notice now that they have 2 guys holding signs in the front to advertise the place since it is in the back. I personally believe that although the Beergarden has a nice view the place is too large and spread out! My recent trip just last week found at least a Dozen Freelancers but they were spread out throughout the place which makes it hard to know who is who? I think there was a small bar in the front and a larger one in the middle. Most of the freelancer I could point out many gave me a look but couldn't tell whether I was a Farang looking for pussy or a cheap ass Thai.
As Amjeck, pointed out " What incentive " does a Freelancer on Beach Rd. to come to Beergarden? I look at the size of the Beergarden and the amount of food that they have to buy to support who might come to the place that goes wasted! Bring in the girls and feed them some simple dishes and have some finger food during happy hour. Bring in some pool and foos ball tables and get a large screen T.V. for sports programs around the world. You got to spend some money to make money and if you open the place like this and don't or can't spend the money instead of pouring down the drain then I suggest that you just don't open! There is a need and place like the Beergarden in Pattaya it's just this place is too large and spread out! I hope the owners see and read this! And if you need help just drop me a PM, I sure the others ISG members living here in Pattaya can help you guys out if you allow us to put our heads together!

Beach road girls(dregs imo) only make up a small amount of the freelancers in Pattaya. Most freelancers are out at night because that is where the money is.
The other bars you mention above all pay the girls (not freelancers) a wage to be there.

I would not pick up a girl without having had a conversation with her, and I'm not willing to do that crouched on a concrete bench on Beach Road. Conversely I would be happy to sit in the BeerGarden and chat to any girls with a drink in my hand, but as you say it is relatively dead. So it's a vicious circle: few punters -> few girls -> fewer punters -> no girls... I agree with LBM that a little effective marketing would bring in the girls and reverse the cycle. Pattaya is crowded with girls, there must be a few who would rather sit in a pleasant environment and mingle with prospective customers, in the same way it works in Bangkok.

Anyway, the comment was made tongue in cheek as I aknowledged. 10 Baht from South Pattaya Road to Big C is a bargain in anybodies language.

I was there for 3 weeks in March staying at the Nova Platinum which is south of South Pattaya Road, and I took the baht bus to Big C nearly every day. Each time when I exited I paid 10 baht and had no problems except once with a lady driver.
As I got off the bus I handed her the usual 10 baht and she started screaming that the fare was 20 baht because of the heavy traffic. I really didn't understand what she was saying, but one of the other passengers translated for me. The driver was really making a scene in the middle of the street, and wasn't going to move her bus with the other passengers on board until I paid up. Rather than participate in a screaming match I handed her an additional 10 baht.
She pointed to the sign in the back of the bus, but unfortunately my comprehension of written Thai is nit noi, and I have no idea of what it said. Anyone here know the rules?

Its only 10 Baht, but its cheating a factor of two as well to the visitors. Give them 10.
The only time I give them 20 if they are ok drivers is if I go from beach road soi something all the way to Jomtien. Normally you would have to change close to walking street and then it would be 20 as well for 2 rides.

I have a bad sense of direction and I'm not good with public transport, so I mainly took scooter-taxis around the place - 40Baht (unless it was a girl I just picked up at walking Street - then it was a free ride on her scooter back to Nova Platinum, occasionally squeezed between two girls on the scooter - good fun). Damn cheap and not as scary as it looks. I always pay 10 bht for short trip but one time it was 1 am the bus was empty driver ask for 20bht, I don't want to argue on 10 bht so I just pay him again, it been 10 bht for over 12 yr with gas price is so high now 20 bht is not a big deal.
