This may be out of date by now, but on a flight last month they were scrutinizing every passenger on the flight from Colombia and pulling people aside and giving them choice of taking a covid test on the spot or being subject to immediate quarantine. They were also doing this on flights from Brazil. The situation of course is changeable. I didn't appreciate the vibe or the attitude; despite the convenient Star Alliance connection which I've used many times, it'll be a long time before I transit PTY again. Their new terminal, BTW, is nothing special; t looks like a Chinese job, minus the rough edges.

Some locals might be able to explain it better, but I believe girls in clinicas, prives and termas are basically independent agents. The venue is renting you the room.
