Maybe you could visit one of the agencies pretend you want to buy a ticket and apply for a visa for a friend and get some info maybe they have a channel with the authorities.

Best to apply for a visa and see how it goes. The airline or hotel can do that for her.

My regular Uzbek has been deported 6 X and managed her way back in each time, so not sure how this stuff works to be honest. She does have Emirati contacts in immigration so I guess that could be a factor? A lot of these girls simply go back after getting deported and change passports, but with an eye scan, that won't be much use, hence the question if the eye scan is a new thing in Dubai.
