I was at NEP and Soi Cowboy a few times early last December. The bars I remember entering were Baccarra, Tilac, Rainbow 1 & 4, Las Vegas, Billboard, Mercury, Spanky's, Angelwitch and Pretty Lady. In addition to these I stopped in at about half a dozen other places but cannot recall which ones they were. I'd estimate two-thirds of the ladies I saw were completely nude. In some bars every girl was fully nude (for example Spanky's) ; in others about half were nude and half were topless. Off hand I don't recall any that did not have at least a few girls dancing fully nude. Often the girls would start with a bikini bottom, which they would remove after a few minutes. This was consistent with what I observed in past years, going back as far as the early 2000's. I don't know why my experiences differ from what other members report. Perhaps it's because the owners try to push the limits and pull back when they get pressure from the authorities. I was just lucky to visit when the owners felt bold.
