I would plan for November (start of summertime thru March) onward just monitor all sources of COVID news related to Rio and Brazil in general. Also have trip cancellation insurance. Brazil is still behind in COVID vaccinations but is trying to get up to speed in getting population vaccinated. The main thing November is start of summer and many events including New Years and Carnival are main tourist times. Rio / Brazil in general can't afford to let another tourist season go by, they have to start getting tourist dollars and businesses back on track and economy going. So with only months away I do think things will really start to get better. If not then 1st quarter 22 should also be probably the best time to go.

Bad news is that they are also using the Sinovac, which is not very good, but I suppose better than nothing.
