In addition, the Bureau of Immigration here has recently tightened the rules for foreigners being employed in the Philippines, so working legally here is even more difficult than it was a few months ago. Some of the larger, more successful groups such as Ayala and SM do occasionally hired expat engineers and other technical staffs on contract, and virtually all development contractors (ie those Western companies with contracts from USAID, JICA, AusAID, World Bank or ADB) bring in expats to manage key elements of their projects, which is how I ended up working here.

I came to Manila for a ST contract for 3 months in 1996 and I am still here because I was offered a longer-term position and, more importantly, I was prepared to suffer the "cons" of living in the Philippines because the "pros" outweighed them. Note also that availability of females was NOT a factor in my decision. I am also lucky to be getting contracts to work in various other parts of SE Asia, Central Asia and the Pacific.
Note also that once you decide to work here your freedom to behave like a bachelor on holiday needs to be balanced by care that you will not get into any situation where your professionalism and reputation might be impugned. The rumour mill (tsismis / grapevine / bamboo network) is exceptionally robust in the Philippines and you need to be always thinking with the brain in the head rather than the one in your trousers, so much so that any mongering I engage in is usually offshore nowadays.
A lot of bar girls and High so girls actually do it as their full time job. The skillsets they learned from that will be completely useless once they turn 30. If they have to return where they come from, it is like a death sentence. Maybe some of them will be smart enough to save up enough when they are earning 40 K php per month, either do investment or start a business later on.
Even if they don't like their life in Korea / Europe / China / US, as a 30+ years old, they might have no choice but to stay married. Or find another richer older guy in the local rich country. I only saw young girls in High So, I really wonder where majority of them will end up in 8 years.

If paying school fees you ask for Assessment from the Registrar. This is printed on official paper and shows the course the cutie will take. It gives a breakdown and total fee plus how to pay it (lump sum or monthly).
Then double check and call the school / uni and speak to the Registrar office and see if this is correct and ask if you can pay directly to the school via bank transfer.
Easy and make plain sense to me and anyone else who pays school fees. I give this advice to anyone who asks me but PHP20000 seems an OK amount for a semester at a mid range school (not the expensive ones in Manila etc) but I know fees less than that per semester but I doubt the quality of education given at that institution.
So can't see how you were scammed if you did this.
However if you just believed her and did not ask for any supporting document from the school then IMHO it is entirely your fault as you would not do this is your won place so why forget to it here.
