Having said that, I do agree with Old Kool and Oakie that most of the women you come across there have a hand to mouth existence and so money is something they value the most. It is as Maslow had described it. Food, medication and the likes. Anything on top of that is appreciated, especially if it is brought from somewhere else. Unless her Facebook hints pretty strongly that she's pay 4 play, offering her cash is probably a bad idea. She's probably hoping for a more long-term and lucrative arrangement.

Offer her 1000 pesos up front and chances are good, you just wasted money buying drinks. If she is selling, 1000 will be offensive to her, she'll probably think 4000, willing to settle for 2000 or maybe 1500, if you're charming. If she isn't selling, she's either looking at this as the first step to a husband or a Western Union Novio. In either case she'll be insulted.

Why not just ask her how much she wants, or what she expects? If she wants money, she'll give a price and you can negotiate. If she wants a relationship, figure out how you want to deal with it and go from there.

If she is not happy with 1500 pesos she would get a side eye from me since this is low season.

It worked out fine. I met a delightful, 24 year old Haitian on the street and after chatting her up offered her 1000. She countered with 2000, and we agreed to split the difference. Others have mentioned the enthusiastic Haitian attitude. This one certainly was both affectionate and worked hard.
