The rule about a woman not having sex with a male guest makes absolute sense, if they allowed that the regular girls would be very angry since you are taking away their money. Or the regulars would come with men pretending to be girlfriends.

Or should one stick to Germany even if skipping Frankfurt?

I have never been to Switzerland myself (yet), so I am disqualified from giving a balanced response. I will leave that to the experts here.
But let's first agree that the FKK concept is a German thing that is only partly copied in Austria and Switzerland. If "highest number of fully nude clubs" are the key words here, then I would stick to Germany even if skipping Frankfurt. There are 10- 20 FKK clubs in Hessen alone! Have you visited them all?
My personal choice these days would probably be the NRW due to my limited experience there. Not that many fully nude clubs, but there are some. But this you probably already know better than me. Then there is Artemis in Berlin. Stuttgart. Hannover. Personally I would skip Hamburg and Bavaria due to their tradition for upselling/lower service standards, but even those places have their fans.
Regarding Austria:
- If you do decide to visit Wellcum, I don't think the club will disapppoint. IME it does not get any better than that in Austria. 70+ girls in the weekend (a little less during the week + an extra January risk). The two FKK days a week seem to change from time to time. If I were you, I would call the club and check.
- Goldentime Vienna seemed to be more of a saunaclub than a fully nude FKK club the last time I visited (outdated visit). Maybe someone has an update on that? Goldentime Linz was better in that respect, but with a weaker lineup (15- 25).
- Maxim is a contact bar (fully clothed) and does not meet your fully nude criteria (Babylon also, I think. But never been).
- Andiamo: Never been. Do not have the best reputation. But logistically the closest alternative to Wellcum.
There are of course other smaller FKK clubs in Austria not mentioned in your bucket list.
General warning: The middle of January normally is a weak period for the FKK clubs of Europe no matter where you go (orthodox New Year is Sunday 14th January 2024). It slowly improves being back in full force at the end of January / February.
