My percentage of doable girls at TF is definately much higher, so my approach to find a girl and my preferences obviously is different than yours. So there might be no common rule for "good" girls available at TF.
I picked up several girls from world famous COCO open air bar during my recent stay here. While almost all girls delivered nicely, the quality was low in terms of looks. Very low in fact. The numbers were very impressive but it has become impossible to find good looking girls on beach road so I tried Soi 6.
I am impressed. The looks were 3/4 notches above on the average. The rooms in two bars that I went to were remarkably better than the massage shops in Bangkok (Bulldog bar is one of them). The 1350 bahts was not too bad, I didn't bother with drinks. There was quite a bit of choice available at 3 pm so at least it is a viable alternative to the FL scene in the afternoon. And certainly better than facilities or looks or even service quality at soi 11 shops like paradise and Up to you, although 350 bahts more expensive. Most of the time that I take a chick from Soi 6 it is late at night. In most cases it is when they close. At which time I will not pay a bar fine, but will give the girl 1000 baht the next morning (usually afternoon to tell the truth). In case it is before they close, I pay the barfine and still give the chick 1000 the next morning. If fucking at the bar, I arrange for 1000 all-in.
