No it's not safe to assume that all girls who work in jobs other than the bars are bar-girls. Police shakedowns
Last Saturday night, a friend and I were coming back to the US border in Tijuana when we were accosted by Mexican police. Ostensibly, they were looking for Viagra, which, is sold without prescription everywhere in TJ so I don't know whats illegal with that. Anyway, we were spreadeagled by two cops with nasty attitudes. I had about $500 in my right pocket and tried to keep my right hand on the pocket to prevent the cop from stealing my money. He roughly pulled my hand off, at which point, I turned around to face him. Very slowly, he put his hand in my pocket, pulled out the cash and handed it to me. He then continued with his search, which revealed nothing anyway. I've also had this happen in Bangkok, but as I don't use drugs I don't worry about it.
My feeling about these encounters with the police is that it is a battle of wills. If they wanted to rob you, then they would simply put a gun to your head and take your money. But I haven't heard of that happening. Maybe they're afraid of a scene and perhaps losing their jobs or some other unpleasantness, so usually, they use a pretext to get you to cough up something, like the 'indecent exposure' scam. They are on shaky ground and they know it.
Because I'm never carrying anything illegal, right from the start, I've got a stern, uncompromising attitude. Sure, I comply with their orders, but its obvious to them from the getgo that this isn't going to be an easy extortion. I've always been let go. Never once have they taken it to the next level and asked me for money. It doesn't matter what the language is, they understand by the body language that its going to be a problem. If they did ask for money, then I'd insist on a receipt, with their name on it......at the police station. With the American consul present.
Spam Hog is right that they have the upper hand, but not totally. If they did, they'd dispense with scams and force the money from you. But they fear the hue and cry that would inevitably ensue, so they aren't all powerful.
Of course, all this depends on you, the gringo, being innocent. If you're not, then I guess that you have to start smiling and negotiating :)

I have a good story to share.
I have always been a big advocate of condoms on these trips. I usually take a hundred or more with me and whatever I dont use, I hand out to the ladies in the end.

Actually, chlamydia has no symptoms in 80% of the people affected. The test they would have to run weekly on all the girls would cost quite a bit of money, so I'm assuming the clinics do a visual and maybe a smar that doesn't go anywhere but the trash (cost effective). Remember, it's a requirement to be tested in order for the girls to hold their entertainment license. So they go weekly and get the once over. Who says the clinics are actually doing their jobs? In the States it takes 3 to 7 days for results to come back. Imagine how many mongers a girl can infect in that amount of time? It's really simple...cover that rascal up or pay the consequences.

We all have to realize that many guys do not use condoms with these ladies. These guys are usually the ones who travel about to all of the countries. Whatever these guys caught in one country, they will spread it to someone else in another country.
