I'd try all three places. Look at weather charts if that's important to you because each locale has definite good and bad times for weather.

Also, if you're going to Brasil, it's a long flight, so give yourself at least a week.

And there are many situations where passing your phone back and forth isn't practical. Like when talking to a taxi driver, a vendor or waiter with other customers waiting, or a chica during the act, etc.

Uber is illegal there and the internet at the airport had very little range and was very slow. It was difficult to find a spot to call an uber and some taxi driver saw me with my phone out and said he would take me to the city for the same price as the uber as long as I canceled my uber.

I didn't want to get cell service for the couple days I was there so I just went to a bunch of restaurants and got WiFi and called uber from those places. I think uber might actually be more expensive but you don't get taxi drivers that spend the first 10 minutes of the ride trying to figure out where you want to go when you are showing them google maps on your phone. I think the taxi drivers do this to rack up the meter because they turn on the meter before talking to you.

I also had a taxi driver take me a 20 minute detour on a 15 minute ride.

1st taxi from the airport was great. Drove fast and directly to my hotel. The 2nd taxi driver couldn't read the google map. The third took me on the detour. After that I used uber exclusively.
