I am still pulling girls out of LDV for about 100k plus taxi (1 hour session). Elektra too.
My strategy is tell her the session I want and the price I'm offering. You also have to be prepared to walk away if the two of you can't come to an agreement.
Never ask how much she wants for the session. It's an invitation to give you a stupidly high price.
Drink prices at LDV have increased again. A media of rum will now run you 50k.

Juan Ventura is the only person who rents out the penthouse. I want to point this out since a couple of idiots were trying to rent it and then rent out rooms without my permission. If anyone else claims they can rent out the penthouse other than Juan then they are scammers.
If you want something smaller/cheaper then Juan also has another two floor apartment that is brand new in Mira de Lagito that is nice. I stayed in it once when the penthouse was booked.

I returned from a month of whoring around in Cartagena feb 20, 2008 and the top girls from LDV would not go for an hour for anything less than 200, 000. Many other girls who weren't the best girls there, you know who I'm talking about the dumpy ones or the hoochie mamas, all could be convinced to come with me for a ratito for only 100, 000 pesos. During my one month in Cartagena I saw probably no more than 10 stellar working girls a couple on the beach, most at dolce vita and a few at tu candela. When I say stellar I mean the very very best girls, white girls, thin, tight ass, 45 kgs, around 20, beautiful hair, make-up, clothing, no streatch marks, no cellulite, trimmed muffy. I managed to get with 6 of them but bear in mind I worked very hard at it. All of them started at 400, 000 and up. The scene in Cartagena is complex. Its only natural with each trip to Cartagena to raise the bar and persue better and better girls that's why you hear veterans complaining about the prices, its not just the girls who are asking more money the veterans aren't going after the nasty broads like before they're chasing the very best who have always demanded high prices. If your new to Cartagena, don't speak much spanish and are gringo every girl will take a shot at you even if she's nasty, 400, 000, . 1, 000, 000 you'll hear it all but don't be put off. If she's a 10 she'll accept 200, 000 for an hour if she isn't a 10 she'll go for as little as 100, 000. Listen to me once and hear me forever most girls follow a routine when they are with you they'll do as much or as little as they normally do with every other guy. Paying more money or throwing money around WILL not change how the sex will be with her. She will still do you the same if you hammer her on price. Negotiating any time longer than an hour with her is a mistake. All girls once they get to your apartment want to sit listen to music and have a drink before you head to the bed this most times eats up an hour by itself once the sex starts I've never had a girl say times up before I blew my load its Colombia not the US. At least a 3rd of the time after I've blown my load the girl stays on and fucks me again without expecting more money. However, in all my experience the top girls are the ones who wanna get the hell out and get another trick, I would never say it is rushed with them but in every case once you've blown your load they are out of there. Of the six stellar girls I was with on 2 ocassions after I blew my load I offered to pay them more if they stayed the whole night. I recommend negotiating the whole night after you got them in the bed. If she knows shes your's all night she'll drag her heels getting there. They know what's up they expect you to be on viagara and pound them 3 or 4 times. I find the trully beautiful top girls very difficult for fucking all night long. Their all about looking good and turning you on by how they look not by how they are in bed. In bed their un-inventive and honestly less enthusiastic than less attractive girls. I found the 2 stellar girls I spent all night with difficult and uncomfortable they really seemed more interested in just the one shot deal. I will sum up. Drive a hard bargain she'll treat you exactly the same no matter what you pay don't give her more than 200K and less if she's not a 10 and only deal for an hour or "ratito" Also, you don't need Tony for a place on the beach use someone else. Open your eyes and look around if your near Tony every girl you see is working. Also, non-PRO in Cartagena is expensive every girl there is acustomed to gringos throwing their money around expect to get fleeced out of way more than 200K when you ask out a pretty non-PRO. GL HF.

I mean, hell...it was only a few years ago that you could get smoking hot 10s in CTG for 150-200 all night and you would have to kick them out in the morning. Smoking hot women came from all over Colombia to work in Boca Grande and you would have to beat them off with a stick.

When I monger now, I look for places way out of the way. It is getting harder and harder.

"Semana Santa" means "Holy Week" and it runs from Palm Sunday to Easter Sunday. By the Book. As DoloresThomas points out, it gets pushed out a bit on each side of those days. Easter Sunday is the first Sunday, after the first full Moon, after the first day of spring. This year the first day of spring was March 20 (adjusted due to the leap year) and the full moon came directly afterward. "Semana Santa" was relatively early this year.
Sometimes it's difficult to find a decent place to stay in Cartagena during that week. You need to plan ahead if you want to be in CTG during those that time.
If you are looking for an optimal time to be in Cartagena in terms of the ratio of demand to supply - I'd guess going in the summer is better. The demand (guys coming from the north) is lower and the supply is relatively unchanged. Still, I think, like Tom Power outlines, there are certain realities you will be dealing with no matter what time of year you go. The two things that can reduce your costs the most are:
1. Stepping outside of the normal gringo venues
2. An ability to flirt in Spanish
