I arrived yesterday at Suvarnabhumi, I have always been to the departure level to catch a taxi. Not really to save 50THB, but mostly to get a taxi right away and not wait in line at the basement level taxi line.
Yesterday, they had put in place one way gates to prevent people like me to reach the taxi, to be sure nobody would jump the small gate they also have put gate attendants. Luckily there wasn't a long line at the regular taxi line downstairs but be warned.

A one-way gate is a disaster waiting to happen if they needed to evacuate the terminal in a hurry. Anyway, thanks for the update! I guess it's another reason to use the BTS or MRT.
