P4 P in China is very risky, probably one of those countries where the customers get hauled in along with the girls, if caught. Sure, there are massage parlors, online game and some nightclubs. But there is no guarantee of getting laid.

We are seeing ripple effects of that policy in almost every sphere of life.
That said, I do not think speaking English is a requirement to be called civilized. Neither does speaking English gentrify the rude and crude we see in white man's land.
