Note that this is only a recommendation from Supreme court and not something which is to be implemented by law. Hence if someone is actually caught mongering and decides to contest it in court of law it's a long battle ahead for him.

Undoubtedly a very good info in case things go that far, which all of us hope they won't. As they say, it always helps to know more in any situation. But, wouldn't you say that practically, in such situation knowing law may not help much, since probably the individual representing the law may not know the details of the law, and anyway, discussing and arguing with him will hurt his ego, landing us in more trouble.
