I was referring to the same thing. The upcharge is for the so-called "whole hour". When it's not busy they don't push you out because you didn't pay for an hour. Notice that they want $200 k for two shots. So this is the part that confuses me. If I don't get two shots why would I pay for the "whole hour"? Actually it doesn't confuse me, it's the reason I don't pay it.

Yakuza has no showers. You are better off taking the girl to a nearby love hotel for an extra $10 or so for the room. Yakuza won't charge to take the girl out.

A lot of places served booze it paper cups, even at the shopping mall. The booze sales ban after the voting is intended to prevent violence between political factions. Before the voting it is of course to promote sober voting and prevent political parties bribing voters with booze.
