This is a tough one
Everything will be shut down when you get in. There may be Cabanas in POP. I am sure but a cab driver would know where they are but they are going to want the Sosua fare. There is a site for DR Cabanas. How much is the flight.

The management has run the place into the ground to the point you can bet they will have vacancies. You might try emailing them to explain your time requirement. you might be able to arrange picking up the keys from someone. At absolute worst, pull up a lounge chair and crash for a few hours. If someone objects, ask them for a room key. A few miles west of the POP airport.

It's 20 usd for a taxi to FOD from the airport then 30-40 for a taxi from FOD to Sosua. With his luggage and not being familiar with the landscape a publico taxi isn't a viable option.
He should check coco hotel and Calypso as they cut short term deals. Also After 1 disco is still open so he could leave his luggage in the office at New Garden and go party then have breakfast and check in the hotel after 9 am.

But you have to realize that cabanas are first come, first serve. I don't know if you want to roll into town at that hour without a place to stay, only to find out the cabana is full.
Do yourself a favor and pay New Garden. Old Kool mentioned cabanas in Puerto Plata. He may not realize that the cabanas there are on the opposite side of the city closer to Maimon. So by the time you pay a taxi both ways and pay for the room, then you should have just stayed at NG for that night.
I think Field of Dreams is like $60. And sleep in a lounge chair at a pool to let mosquitos eat you alive all night? Just take the easy way dude.

After arriving at 2:00 am You will probably want to just get a shower and sleep for several hours. If you really want to go on the cheap, you could sit it out at the airport until daylight and then find somewhere in Sosua for an early breakfast. Alternatively you could PM SubCmdr for information on how to vacation in the DR on $5 per day. You COULD go to Calypso and sleep there, but how short of cash are you really? If you end up not being able to sleep, where is the saving?

The problem is
The night staff at most hotels are skeleton crews. Checking when the staff is there is hard enough. Try working with the night guard getting your room good luck. Cabanas busy time is after mid night and they are cheap. I have never seen Dulce secreto sold out.

You wake up in Sosua and ready for action. It's a small price to pay to avoid any frustrations and hassles.
Mr. GoGo's suggestion of dropping your bags at the New Garden and spending time at After1 is excellent. I've been there (with Mr. GoGo actually). A fun after hours place with lots of talent. If you are in party mode it's a great way to start your vacation in the 24/7/365 style, if that's how you like to roll. No sleep til!

The places I stay there is always only 1 person to check you in no matter what time it is. They may be asleep and you have to wake them up, but they are there. And how many people do you need to take your money and give you a key? The poster is arriving at 2 am, hence after midnight, and as you put it the busy time for cabanas. I have only been to DS twice. Once was in the dead afternoon when I was able to get a room, and another was late that same night, when like the OP, I only needed a short stay with a chica, but they were full. That is how I ended up finding the place I stay now. We asked a motorbike taxi guy and he led us to the hotel.
The only places I have seen a hotel not have a clerk 24 hours is at the hotel that I stay in in Boca Chica. After 10 pm only the guard is there.

I have arrived late at both Boca Chica from La Romana, and POP, and I'm whisked off to stay with "cousins" in the area. A little drink, a little home cooking for the special occasion, maybe fresh atun, even chicken wings. A little propina para Mama, and it if it weren't for the lack of a warm shower, and a private room I would be tempted to stay all week!

If there is nobody waiting they will alllow one car to wait for a room to come free if they are cleaning a room, but after that they will just not let you drive in at all and will place a barrier at the entrance. The time it is most likely to be full is on weekend nights. This is because people will take the room for the entire night--probably Dominicans--if they don't have another place to stay in Sosua. (Old Kool, you do not say how many times you have been to Dulce Secreto and on what days and at what times, and whether you ever had to wait for a room. Since you do not rent cars I assume that you were arriving in taxis or on motos, but was this late at night? I do not recall you ever reporting on your use of Dulce Secreto, but I could be wrong.)
What Mr. Enternational says about checking in at night is true in my experience, for example at the Hotel Europa or Romanoff. Don't just speculate. Tell us about a time when you tried to check in at night, which hotel you are referring to, what happened, and what you did next!

Some hotels only have security at night. Casa Cayeno, Sosua suite and Rockys will not provide late night check in. I use Dulce secreto for 3 somes and the Jacuzzi. Europa will only let you bring in one girl at a time. I have not been to the Cabana on Saturday nights but the times I was there the place looked desolate.

The only problem is getting security to open the gate and call him. The same is probably true at Casa Cayena / Sosua Sunrise. The key is letting them know your arrival time.
