I cannot even begin to tell you how many times I've been with fellow mongers and they were determined to leave a tip despite the fact that we paid for Itibis and Ley. However, it states on the bill, the propina is optional and customer can deduct it from the bill if unwilling to pay.

When confronted with this situation, I demand the " comprobante fiscal". Most of the time they are unable to produce it, in which case I refused to pay the taxes. It may generate a little argument but one that so far I have never lost.

I've asked and never received a direct answer like you provided. I don't know all things Dominican and never claimed I did. I only know what I know. I'm always happy to learn from someone willing to teach in a respectful manner.
This reminds me of Baileys in Sosua. They were charging this for years and one day Santo Domingo found out. They sent someone over there and before you know it they were closed down for several months.
From my experience many places that charge it do not have a legal right to do so. In addition, many years ago I went to Morua Mai with a local and upon showing his ID he was exempt from paying the Itibis. Several years later, at the same restaurant, I asked the owner about this and she was evasive, and said that they always had to pay the tax.
Arrived at Boca Chica and a bus was in the front. It was loaded with about 35 Young black English guys. They say they were on their way to the Sue. Talk with them for a second they are athletes businessmen and college students. I say between the ages of 25 and 30. They will all out of rubbers. I looked out for me I always keep a pack of cheap rubbers for those who forget theirs. Dude said they are acting like they never had pussy before. It's four to a room. How the f* they do that. They took every room available at Villa Capri. S* I started to sell my room. One guy is not coming to school for three years and he's organized a tour guide service. The Sue is in for trouble.

She can probably also earn $40 for 2 hours work off the books cleaning someone's house. Now what is the Dominican equivalent to food stamps? Are groceries and formulas cheaper in the DR than in the US? How much can she earn for cleaning someone's house in the DR?
Here is an example. I know a pleasant young Haitian woman (attractive). She lives with her family in Montellano. She is a legal resident of the DR. She is married, but her husband is in Haiti. She is not a hooker. She is hard working and intelligent and honest and likes to go to school and do courses. I have known her for about 5 years. She worked for me for about 2 years. She got 5000 pesos from me every 2 weeks, plus transportation fare, plus free meals on the job.
After I left the DR she was left jobless. She now has a new job working 6 days a week in a clothing store in Sosua as a sales assistant. After she pays 100 pesos a day for transportation to and from Montellano plus pays for her daily lunches she has 1500 pesos per two weeks left over for herself (and to feed a child, but she doesn't have a child) or to give to her mother.
So that is just an example of the economics of life for a young women in unskilled work. Now give me your example of someone you know and how much they earn, how much it costs them to get to work, and so on.
The other point I take issue with you on is the question of how often women accept money for sex. You are kind of assuming that women will have several clients per day for most of the days in the month, , make a lot of money, and spend most of it on luxuries, but while that might be the case for some hard core pros fpr a limited time in their short careers, I don't believe it is the case with the majority of part timers who just get a paying client or boyfriend when they can, or when they really need extra cash to pay bills or something.
Incidentally another Haitian woman who also worked for me who was older, uglier, fatter, and stupider, is currently living in Rio de Janeiro, Brazil. When I asked how she got over there, of course the answer was that she had a boyfriend who took her. So yes, Dominican and Haitian chicas are ingenious and find ways to travel all over the world, but it is rarely without financial help from someone else.
I would be interested to hear accounts from others for personal experiences on how much Dominican single mothers earn and how much it really costs to live there and feed a family.

A chica I met a few years ago at BB said she had worked at a department store previously, pay was 200 US.
Consider the basic expenses, DR electricity is expensive, water, rent, food (not even considering transportation, maybe a phone, not even internet / cable).
All that on a single income of 250 US?
