They work for the BMA and have zero authority to detain or fine people.
They have people stationed up and down Sukhumvit who act as spotters and watch for anyone smoking a cigarette, they then radio the nearest person who then follows them waiting for them to drop the cigarette on the floor. Then they try to get 2000 baht fine from them. And everyone pays because they think they are police. As tourists cannot read Thai and cannot see they are BMA people and not police. They pay up.
It is a total scam. But then this is Bangkok. Run by the Democrats and the BMA is Democrat Party run.
As a word of warning. Many foreigners are now reporting being verbally abused and pushed by anti-government (anti-democracy) protestors. These people are ultra-Nationalists and hate farang generally and are really upset the worlds media is reporting them for what they are. So if you are in Bangkok steer well clear of them and if you see a group of people with whistles or who look like protesters. Keep away from them for your own safety.

Almost but not quite. And at rawhide there were a few who were almost but not quite, actually 3 that I remember. When I was there there was no nude dancing, this from around 12 to 1:15 or so. The clear difference at Rawhode was the girls' attitude. My girl was al over me, danced and gyrated a few times for me. I saw others doing that for their customers, and the guy next to me was in a French kissing session with his girl, while another 2 guys were getting lap dances. I didn't see anything close to this at RB4 or Baccara. Visitor numbers seem down now, noticeable even at RB4, so maybe the ideal time to get special attention like this from the girl of your choice. A city should be proud on their visitors and want them to be returning and positive over their experience in the city. Bangkok is an example where it looks like they act opposite.
In my view the City officials do not look to this aspect and it seems that (Police) departments are operating very Independently in their policy when and where to control (and that is also they reason why you do not see this in every part of Bangkok).
At least for sure they target only tourist people; I look to this already for years and never saw that a Thai person got a fine.
So it seems to me that the local Police has created 'fine point'. Around 500 meters from a (mobile) fine point there is even no dustbin. And when the fine point is in operation (at least that was / is the case between Soi 2 and 4 and around Soi 22 and Soi 24 by the Emporium, they put plastic bins outside to show you where you can drop your stuff.
If you drop a cigarette or a napkin they come to you and guide you to the fine point. The officer their (who mostly also do not speak any English makes a report, you have to show your I'd and they ask for THB 2. 000 payment. Only if you ask for it they give you a copy of the in Thai written document which you had to under sign.
Mid 2000 they picked me several times, mostly for dropping a cigarette or napkin in a flower basked (by the absent of a dustbin). The first time, I guess around 2005 I paid the fine and continuing, I was wrong so count your blessings. Shortly after they picked me again but I started to argue about where I should have leave my short cigarette piece because by a lack to dustbins. Only one guy spoke a little English and probably I was too complex for him and they send me away without paying anything.
Some years later they picked me again and they wanted 2000. I showed them a THB 500 biljet and said it was all I have but offered them my credit card. The guy was so smart to take the THB 500 note.
I saw also the activities between Robinson Soi 19 and Soi 3 so on a certain day I took pictures. One officer stand up and asked me why I took picture. I answered him: it's for your next Marketing campaign. LOL.
Anyhow it seems additional income for the police but a city who support this on the end would get customers who act as customers: they chooses with their feeds and would stay away. I believe it's a form of what the protesters these days publicly say: we want change. So it will take some years before the dustbins are back in the street and police will try to help you instead of rip you.

There are several Coyote oriented bars in Cowboy now, most owned by "the Arab" (who is not really an Arab at all) . I struggle to remember the names perfectly. Consult the bangkokeyes web site. I think they are like: "Club Rio", "Midnite","Deja Vu", "Cowboy 2", "Kiss", "Sahara" (I try to recall the signs as have not been inside all of them). Someone correct me if I got a name wrong (should be close). There is a rumour that these bars don't actually have to make a profit as may be there for the purpose of laundering money made from other businesses. Having looked into these bars on occasions, they don't look like they have enough customers to be profitable but seem to keep going some how. Some of them are mixed business with half Coyote girls and half go-go girls. usually the go-go girls are of low quality.
Doll House and maybe some others has just a very small number of coyote girls that work out the front in the street to try to attract customers.

Some girls do not show up to work for a trivial reason, like it was raining and they might get wet, so not worth chancing to get sick.
