Ozamis City: webcams prohibited in cafes?

Since a few weeks I'm chatting with a cute lady from Ozamis City. To chat she's using the laptop of a friend. Unfortunately, this laptop has no webcam.
I've asked her to go to a cafe and use a computer with a webcam. She told me that webcams in cafes as well as microphones are prohibited there by the police and the local government.
Is this true?
The truth is I want to see her by webcam. According to her, the only way to make that happen is that she buy a webcam. The price would be 5,000 Pesos for the cheapest model.
Is this true also?
To end this story... Of course she has no work and want me to send money to her, so that she can buy the webcam. I'm not sure about this whole case, because she mentioned Western Union and Xoom directly while I didn't mentioned about that.
Any advise is much appreciated. Thanks...

If she knows about Xoom and Western Union she or "HE" has received before.

Thanks a lot for the mass of answers I received about the topic "Ozamis City: webcams prohibited in cafes? ". I've read them well and as you all I'm convinced that somebody is fooling around with me.
So far I didn't send money at all! These days I'm very strict to her (or him). She (he) e-mailed me and chatted with me a few times the past days, but always I'm keep asking her (him) to go to a cafe with webcam. I want to see her (him). Period!

Cunning Stunt: Thanks for the URL. I was looking for this kind of website which shows webcams and prices, but couldn't find it while I was chatting with her (him) the past days. I have to admitt, such people are clever indeed.
X Man: She (he) did photo sharing with me. I received about 8 pictures of her (pictures of a female), but that doesn't prove if the pictures and the person who sent them are the same.
