I used a Tuka pre-paid cellphone for many years and it died on me. I think it's dangerous to generalize about the whole district, as (a) different guys have different taste and budgets, and (b) there are 7 or 8 shops in Sugamo that are not all exactly alike. Yes, there are some mediocre or bad places and experiences relating to Sugamo reported throughout the forum. I have been to a couple of them and did not return. But I also had medoiocre anbd bad experiences sometimes at Seiki 21 and Utamaru, but wouldn't have just written them off either. In my experience, there are some better places also (and some good reports from others in the past). For me, the best both in service and quality of the girls is Jan Jan (the name is written in katakana above the door if I am remembering correctly) - it's on the right (heading away from the station) almost to the end of the first block, downstairs in the basement. There the service is one girl for a half hour, for about 4000 (more if you choose a girl).
