I think one can always be reasonably sure about the quantity of girls in Phoenicia Hotel (PH) at any given time (barring the period of Ramadan and the peak of unrest in the first quarter of 2011). It is normally the quality that is subject to change more.
Once I had the suite which they sold to me for BD 70 on a Saturday. The room was quite nice in both the size and quality. The other good thing was that they had removed the carpet which always stank like hell from the smoking. At other times, I stayed in standard rooms for BD 35 on weekdays and that too had the carpet removed much to my relief.
About the quality, I would generally say that you are likely to get 10% in the 9s; 10% in the 8s; 10% in the 7s; 30% in the 6s; 30% in the 5s and the remaining 10% below 5.
I have also noticed that many people actually take the room in groups of 2 or 3. Among the group, once person would stay in the room for the session while the others stay out. When he is done, he would go out and leave the stage to his colleague, and so on. In other words, some groups operate in tandem at PH.

Once I saw a family, man, wife. 2 children coming to check in.
I didn't follow up if they were admitted or not (one year ago or more).
During all the troubles and cleaning of 'houses and appartements' in Manama, this place was standing high in face of the difficulties.

I have actually seen it myself that some people in groups of 2 or 3 checked in PH taking a shared room. This is mostly the case when they do not intend to sleep over. I also observed frequent movement of several people who were staying in adjacent rooms. They were frequently going out or returning after some time. Sometimes, they would also make a party in the room with loud music and I suspect that they were either dancing with girls or watching them dance in the room, rather than having an orgy. This is the main reason I believe some people also take rooms in small groups.
As for the family staying in PH, I am sure they wouldn't have allowed the family you saw to check-in on the pretext of the hotel being full. Clearly, this hotel is not meant for the families.
I agree with your comment that PH always stood high even during the raids and troubled times.
BTW, the Moroccans and Russians used to have different approach to business in the past. Earlier, the Russians were calling and visiting every room on their own while the Moroccans used to stay in their rooms waiting to be called. However, I noticed now that the Moroccans are also more aggressive now by calling the rooms on their own and sometimes even visiting the guests without being invited. Did you also observe this trend?
Would someone please clarify which is the Phoenicia Tower and which one is the Phoenicia Hotel. There are two hotels very close together and I do not know which is which.

The Hotel on a defined road, the Tower is just behind the Hotel.
The Hotel entrance has few steps up and facing a large parking area and has a beauty boutique on the side and inside to check in you go by a high electro-escalator to a large check-in area.
The Tower entrance is higher steps screwed a bit with a ramp on the side. The inside is smaller.
These 2 hotels are next to each other in the Manama Souk. I spent a night in Gulf Pearl after seeing this Moroccan lady at Mashtan disco who resides at Gulf Pearl. Anyway, this week they had 4 Moroccan rooms, a Russian and a few PRC. The Moroccan from the Mashtan disco, although hot, had crappy attitude like most Moroccan girls which I pretty much expected. But hey, my dick was doing the thinking and I just had to try her once. Would I repeat? Probably not. There is a fairly hot PRC girl there too with a good attitude and great rack.
On to Mashtan, I spotted some new Russians and the quality of the ladies looked a bit better and greater too. So worth checking out. Rooms in both hotels are about 25BD per night. The rooms at Gulf Pearl are pretty decent. Both hotels have a MP. The one in Mashtan is quite good but didn't try the one at GP.

I walked past Mashtan at around 10 pm on a weekend and the place looked quite deserted from outside. So I didn't bother to go inside and instead went to Diggers in Delmon which was quite a disappointment in terms of quality. I then tried another bar inside Delmon which had some nice Russian dancers but couldn't figure out the system whether they were available for the later part of night. I will try Mashtan and Gulf Pearl at some point of time.

Obviously, they ddin't care to wear some nice or sexy outfit to entice the customers. They didn't even have a light make up. One thing I liked about them was that they were not in an absolute hurry like the Russians. They came in and had small chit chat for few minutes before talking business. On the other hand, Russian girls meant only business. They came in, wrote their room numbers, turned around to guess whether the customer was interested, and left afterwards without much interaction. So on one side LE shows action against vice and on the other side they direct the action to where they want (your friend was part of an alerted action. I arrived on Wednesday evening in Manama for a Business Meeting on Thursday.
I was expecting since some days, cause I thought Wednesday could be a calm day with cheaper rate.
But I forgot that on Thursday is Holyday in KSA, and therefore in Bahrain is considered pre weekend night, with all consequence you might imagine.
Other surprise the access to this ISG is blocked in Bahrain (it was one year ago also in Dubai) even trying to access from Crown Plaza wireless.
Weird, since in Doha is possible to access from the wireless of the western Hotels.
I stayed in CP, since I would like to try the Harvester's Pub, mentioned by a notable monger 3-4pages ago.
It's confirmed the presence of Thay (MILF) and Chinese. Quantity around 10-12. Vote 6-7.
CP is a green hotel and if you are a guest here, you might invite the ladies to the room. They have to show the I'd at reception. I'm almost sure you might bring also from iutside, but unfortunately there is only one entrance and therefore you have to pass in front of everybody. Not suggested for the super shy.
There is also a club at the second floor, but yesterday was closed for a private party.
In the same night I went outside for a walk in the streets around the famous Phoenicia Tower. I found also the Phoenicia Plaza, mentioned in previous report and which cause an open debate regarding the location.
It is a furnished apartment, very poor. I asked at the bell boys how many ladies they had. They said mainly chechen and around ten.
In the Phoenicia Tower Hotel I visited the bar at 7th floor, full of Russian ladies with several models. But unfortunately they cannot leave the hotel and if you want them you have to be resident in the Hotel. Hotel rate start from 40 Diram. True agree with your notes. My friend (she gives me super service due to multiple repeats) is extra careful as this is a new line of business for her. Earlier she was a house girl in of the furnished apartments where I had first met her. I realised this also from my visit to Pars a few days ago. During the 90 minutes I was, the place filled up slowly and by the time I was leaving at about 8pm, it was full of many hot and beautiful PRC ladies. Many of them quite young and one was so aggressive that she started touching me all over and was insisting that we leave now! I have not seen such good quality even in Diggers which is generally full of PRC ladies. It seems that Pars is going at its prime and they have also increased the
Booz rates significantly. I would think that as Thai girls are on decline in Bahrain, it is a good news that good quality PRC is replacing them though many people may not like PRC, that is a different matter. I have been a fan of PRC for many years due to their attitude, service quality and FS that most of them provide.
Many of the mongers have asked for the contact info of Ms S (let us call her by that name) and I don't mind sharing it as she is worth every penny. Let me check with her how comfortable she is and will revert to those mongers.

I've been there last week and nothing worth mentioning. Total of ten ladies max. Chechen and Russian look 6 max, with fat belly. I left the hotel an hour after checkin in, and headed to Ph tower.
I'm planning for Ph hotel next time as rates there are the same but has more varieties.
