You need an international atm - otherwise they don't accept foreign atm cards. Watch out for time - unlike other places, atms often close with the bank or post office.

I get the impression that expectations are being set too high and there needs to be some reset of those expectations. Just whipping it out is usually sufficient - or dropping trousers far enough to be comfortable... your call though.
