The identity and the telephone number must be checked by the owner. If violations are found, the club may be closed indefinitely. This measures apply for all "night-clubs" in Zurich, so I think this will include the red-light clubs.

For me it sounded like the last warning to comply to the rules.

After a long time, approx. 2 years, I've visited one the finest clubs in the world (so they say).
