CBP agents have been deployed in Arizona and Texas to help process the flood of migrants.

CBP check points on freeways like I 5, I 15, I 60 have not been manned for over a year. Cars, vans, trucks have been smuggling people in through Imperial Valley areas.

CBP agents have to do their paper work perfectly for migrants instead of manning their check points, so more illegals are crossing over than ever.

SD 10 pm news the other night said the delay at the border is being caused by CBP personnel being tied up in processing the increase of illegals showing up at the border.

You're not talking regular "mordidas" to cops and politicians. La zona is run by the most powerful cartels on the planet. They don't pay mordidas--they kill people. Any cop or government would be out of their minds (and into the morgue) if they bucked these people. Hell, the army won't even take them on. Since it is obvious that the Tijuana policia generally are intimidated and refuse to crack down on the street dealers, you could join the Tijuana policia and show them how to kick some Dealer azz! They are taking applications about three blocks away at the Tijuana policia station by Piri's so you can go in, sign up, and make some money as a Tijuana cop. All I ask in exchange for this advice is for the right to take out a large life insurance policy on you before you start to crack down of the dealers and cartel operations in Tijuana. Won't cost you anything out of pocket to repay me for this career advice! I'll even have some curanderos say a prayer for you at the shrine of Santa Muerte if you agree to let me have a life insurance policy on you which I will pay for. What a deal!

Despite cynicism about Tijuana's policia being controlled by drug cartels, they do arrest street dealers.

Last couple weeks there are no more dealers and front of hotel Edouardo, rest Azul's and hotel Michoacan / Rapido. A Sunday afternoon I saw about 20 undercover cops having a long all-hands meeting inside Libra parking before they fanned out, most likely going after street dealers.

I have seen uniform and undercover policia hiding at the alley's end watching street dealers in front of Edouardo. When they made their move, the dealers scattered and ran into the hotel 's alley open to Calle 1. Hotel Edouardo has built a front door to prevent dealers using it to escape.

One afternoon a policia truck stopped in front of the School Girl corner. 2 policias ran into hotel Rapido and quickly collared 2 guys, dragged them out to the truck. They seem to know the bad guys and their targets and never bothered gringos and mongers hanging out in that area.

Arresting all street dealers would be a very big task. Tens of thousands Mexicans, young and old, males and females, are so poor, ready and glad to take the jobs selling drugs for the cartels. It would be far more effective to follow the money and prosecute the top guys in cartels and government, who directly or indirectly involve in drugs and human trafficking.

Latest news said after the US' arrest of the ex defense minister general, Mexico is no longer cooperate with DEA and has severely restricted its operation in Mexico. Street dealers are not the gravest threat to drugs addiction problem in Mexico and US, it's the top government officials who have massive power and the resources and means to sponsor and support criminal enterprises.

Actually the police do crackdown and arrest the dealers in the Zona. You rarely see the same dealers in the Zona. I am fairly certain that the dealers are bribing the cops.

It is important to realize that there is 4 law enforcement agencies that operate in the Tijuana. There is Federal's, Then there is the state police & the municipal police. The military helps to back up the police as well. Each of the 3 law enforcement agencies operate independently of each other. There is alo the private security in the Zona as well. They have a office near where the police substation used to be. The private security helped to reduce the muggings that we saw a few yeas back. Much depends on when the different agencies decide to crack down.

I heard that Municipal police are the most corrupt in Tijuana. So my guess is that the Municipal police were probably arguing with the state police or the Federale's.

So they are the easiest to corrupt. You can offer the carrot or stick. Take the money or risk getting your whole family wiped out. They're all locals. Everyone knows where they live. On the other hand, even the Army cannot be trusted because they have shitty rotations. Shitty rotation means everyone knows where you live and where you stash your family. The only reliable group is the Mexican Naval Infantry, affectionately known as the Marines. They are frequently rotated. So it is pissing difficult to identify their family and corrupt them. The worst thing about Mexico isn't that it is corrupted. Hell, we have a ton of corruption back here in the states. The biggest problem is that Mexican corruption is tied to violent organized crime. On the other hand, we just had 400 shootings in the states. So it is difficult to figure out which is worst. By the way, that is 400 shootings over the last weekend. We are not talking about year to date.
