You're not talking regular "mordidas" to cops and politicians. La zona is run by the most powerful cartels on the planet. They don't pay mordidas--they kill people. Any cop or government would be out of their minds (and into the morgue) if they bucked these people. Hell, the army won't even take them on. That is a delicate "ecological balance" nobody wants to fuck with.
Join the Tijuana policia?
Since it is obvious that the Tijuana policia generally are intimidated and refuse to crack down on the street dealers, you could join the Tijuana policia and show them how to kick some Dealer azz! They are taking applications about three blocks away at the Tijuana policia station by Piri's so you can go in, sign up, and make some money as a Tijuana cop. All I ask in exchange for this advice is for the right to take out a large life insurance policy on you before you start to crack down of the dealers and cartel operations in Tijuana. Won't cost you anything out of pocket to repay me for this career advice! I'll even have some curanderos say a prayer for you at the shrine of Santa Muerte if you agree to let me have a life insurance policy on you which I will pay for. What a deal!
