" I tried the official route and asked about every mobile carrier store in Shopping Rio Sul, and all said, no CPF, no SIM. One clerk at one of the stores did show me a screenshot on her phone showing possible plans, including one for 30 GB for 495 reals! I passed. I eventually did what some of the board vets recommend. I went to Uruguaina and asked one of the street vendors with SIMs. I figured it was worth taking a flyer on possible losing 40 reals. (I took a chance letting him open up my phone in the middle of the market to put the SIM card in, but I carry a basic "free" Samsung that I got from my carrier as a burner for this purpose.). I ran into so many Brazilians who speak English. I think there is a cultural influence judging by that one can see Batman everywhere. I know several families paid for their kids to learn English. There are many study on their own, and these usually are smart.

Having said the above, they are the small minority. It's difficult to get around the country in English alone.
