The truth is that money is less of a concern for me these days. You can take away the 'two week' part from in front of the m word. Time is more important for me than money. In my many times to Cebu (and counting, with two more trips planned this year), I've stayed at several hotels and never had a single problem. If you read previous posts, Quest is generally good about guests, although once they did want the girl I was with to show ID at the counter. The ONLY hot girls I've seen were already attached to their western ATM. The vast majority of expats / mongers here aren't any better; usually ridiculously out of shape, fat, man-boobs, and basically low standards in life across the board. Even Thailand and Vietnam have much more 'quality men' for girls to choose from so their standards have gone up in the past few years. Not in PI. 100 million population and far more impoverished means the ONLY food they can afford is the mass-produced poison that is wrecking their bodies. Even Cambodia (Siem Reap & PP) have MUCH hotter women with some killer curves (hour glass, not balloon. Go to the gyms for the best ones).

Uh. Then you have not been to USA. I travel allot for work, and when I have layovers in various airports I people watch. Lately been in Boston, NY, Philly, Dallas and Phoenix. In the few hours.

For the record, yes I am a long-term resident in the Philippines. I lived in Cebu City for 4 years from July 2019 up till October this year, when I moved out. I now live in Quezon City in Metro Manila and plan to stay in QC for at least 12 months.
It does take time to build up contacts and 1 week or 2 week short-term tourists will find it difficult though it is possible to set up meets for when you arrive via the online dating websites, though you need to plan and set this up before you arrive.

A visitor can throw 6-10 k at girls at Walking St or Burgos while a resident may get a plea for 1500 help when the rent's due. Often these are from the same girl.

I would like to go to Philippines for my next trip. Would spending a vacation from 24th December through to January 6th be a waste of time will most of the girls head home to be with their families and bars will shut down or it doesn't change much?

If the only discussion point is girl availability then it's no noticeable change. Just watch the weather forecasts if you go snorkeling / diving and plan on siestas to escape the midday heat.
