I do not agree that UP is a dead state. I have on more than one occasions visited places like Lucknow and I know and agree completely that its more of a word by mouth kind of thing. So lets share whatever info we all have.

I means most of the chicks move out with SP's. You must have heard that dash dash chick was from UP. Even I met a chick at Jaipur who was from Kanpur. I asked her about meeting at Kanpur, she flatly refused saying I can see her at Delhi or jaipur but not at Kanpur. She indeed was from Kanpur as she knew most of the places with exact roads and places.

I agree with group activity does exist only to be discovered.

The main problem lies in the local administration, if they get busted in UP in this they are exploited like anything, from SSP to SI everyone takes a ride also people out here don't pay well so risking life for a mere 100-200 can be very risky for future, even SPs are not brave enough to control in here, I know many sps also who have migrated to Delhi / blr from UP, the fact remains that all the NI models are exported from UP but still the origin stays dry.

Anyways these small town girls also become over ambitious finding comfort in metros.
