It covers around 21 sq km and has a population of about half a million. You are unlikely to be approached by pimps while walking around 99% of this district, however if you see the attached map of Binh Thanh I have drawn a white circle at the bottom center. You will likely be approached by 'moto-girls' here. A few at midday and many at night. Maybe even some pimps, if that is who you are anxious to meet.

I'd say three days hard core, one week quite hard but not absolute, two weeks still very noticeable but you can get things done, three full weeks till things are just about normal.

And a lot of Vietnamese return to their hometowns (or their parents hometowns). HCMC is pretty empty at that time.

Tet can be great if you have VN friends. You can visit their homes. Play VN games and try some VN food. Maybe it's a good time to practice riding a motorbike. The streets are pretty empty. Nguyen Hue St. In HCMC is nice to visit. Great for people watching and pictures. It's well decorated.

Be careful about crime around Tet. Pickpocketing or hotel room theft, etc. Especially in crowded places like Nguyen Hue St. I'm not sure why. But at Tet VN people like to buy new clothes, gamble, and give money to younger people. So maybe that's why.

Oh, Tet lasts for 3 days. I think it's the 3rd, 4th, and 5th this year. But some VN take a longer holiday. It depends on the person.

So 90% of people will not do anything until then, unless they work in the hospitality industry (restaurants / hotels). 2, 3.4 and 7 Feb. 2011 (4 working days off)

However, by decree of the Vietnamese Prime Minister, Sat 29/1 and Sun 30/1 have been declared working days, so that all may go on leave for Tet from Mon 31/1 through Mon 7/2 inclusive. A full 8 days.

To put things further in perspective for you, I work in construction and we typically assume we will get no work done for 3-4 weeks during Tet as the construction workers have all gone home to the provinces.

As JD said, I doubt you will get any work done, perhaps maybe doing work yourself in your hotel room.
