At the Seaview, it all depends upon where you sit.
If you can manage to get one of the front tables, (arrive early) you will be in the direct blast of the A/C and should be ok. If not, run for your life, on a crowded night, against the wall, even I could not stand the dense smoke.
If it is that much of an issue, I suggest you not visit Athens, L.A. or Mexico City (DF.)
Simply taking a deep breath in those cities is like smoking two packs of unfiltered Lucky´s. ;)
I note that Ramadan this year is 13th Sept to 12th Oct, I will be in Dubai during this time for 2 nites on stop over to Europe, the question i have, is Ramadan going to have a serious impact on my ability to monger and drink alcohol?

I was there last night I observed that there is certainly P4P going on, in a low key sort of way. A handful of middle of the road PRC, CIS and Africans were very subtlety indicating availability. My response:
I'm not talking about Broadway. I am also not talking about CIS. I am talking about very attractive PRC or African women. Frankly I simply can't look at my budget and justify 1,000 AED for a night so maybe part of the success is necessity.
Almost all the 500AED all night comes from York. I usually don't get that deal the first time I go with the girl either, I have to do 300AED short time first and let her get comfortable with me. As you will see below, a lot of times I "fall" into the 500 AED all night.
Again we are talking either PRC or African. I usually negotiate short time for 300 AED which I almost have no problem getting from attractive women at York. I would say 90% of the time I have no problem getting 300AED short time. If the girl says no I walk away. If she's amazing and I am drunk I have caved once or twice for 400, but it was a moment of weakness.
So next...
I've found if you do this negotiation very late at night, 2:00 AM or later, they don't rush you because they know they can't go back for seconds. So by treating them with respect, and also showing their roommates respect if I go to their place, they don't rush me, I usually get a couple of hours of sex for the 300 AED.
If I negotiate 300AED short time at my place, and again bring them home late, a lot of times they just aren't in a hurry to go because my place is comfortable and I treat them with respect.
Then one of two things happens, they hang a round a couple of hours at the agreed 300AED then leave.
They end up crashing and no new price has been negotiated and I give them the 300AED in the morning unless they bang me again in which case I do the decent thing and give them 500...good Kharma.
Or I offer them 500 instead of 300 if they will stay the night and bang me in the morning.
Finally, there are providers I do repeat business with who literally will take the 500AED offer right off the bat and come over for the night as long as I work with their schedule (A slow night). I am talking about attractive women, not ugly ones, not fat ones. I will not go with an overweight provider.
Now believe it or not my PRC regular (ex Cyclone Works at Premiere now) has become my PRC freebie. I posted a few weeks ago about the benefits of having a regular, little did I know at the time this would happen.
She won't take my money even when I try to give it to her.

Good points. In fact we are all mid 40s with beer guts (ask Piper ;))...and we all love Dubai as we can pull young babes so don't be in shock and don't think you are bragging. I never paid more than 500 Dhms for all nighters, more recently it was usually around 1000 Dhms for 9 pm Thursday thru to Sunday am when I had to go back to work, even then they often stay the day (resting) and wait for me to come home (tired but.....)

You are not bragging, nor am I, but it is true, not possible in my country either.

No I am referring to girls who I had taken and paid 500 Dhms on Thurs/Fri Nights, or sometimes the week before, who would call or SMS me late on Mon/Tues and ask what I was doing. It was at a time in late 2006 when there seemed to be a massive influx of girls into Dubai and they were obviously not busy.

Impact - Mongering no change, Alcohol yes. Bars open after sunset, no music allowed, no booze sold. Girls will still be working. Just make sure you bring in enough duty free for your two nights.

When I was resident, I kept my home very much out of bounds from my mongering activities.
